Objective-Based Codes: Training

The Canadian Commission on Building and Fire Codes (CCBFC) develops the national model codes through a consensus-based process that relies on the voluntary contributions of public and private sector experts from across Canada. Under the auspices of the CCBFC, seven standing committees review and develop proposed technical changes to the Codes before they are submitted for public review. The changes must then be approved by the CCBFC before publication by the National Research Council.

Canada's Code Development System describes the history, scope and development process of the codes, the input from research, and the role of standards.

Canada's Construction System: the context for model codes describes the role of building, fire and plumbing codes in the design, construction and, in the case of the National Fire Code, the operation of buildings and houses in Canada.

Building Codes - A Good Tool in the Right Context, written by Bruce Clemmensen, Chairman of the CCBFC, discusses how Canada decides which objectives for buildings should be included in the Building Code.

Policy advice to the CCBFC from the provinces and territories is provided through the Provincial/Territorial Policy Advisory Committee on Codes (PTPACC). This forum gives the provinces and territories the opportunity to give guidance on the scope, content, format, and development process of the National Model Codes.
